Linwood Avenue Regional Stormwater Facility
Phases II, III and IV of Somerset Hill PUD's development required either the construction of on-site detention and treatment vaults and ponds, or acceptance of all costs and liability to design-build the Linwood Avenue Regional Stormwater Facility on a 20-acre parcel owned by the City of Tumwater. The economics were in favor of accepting the responsibility to design-build the facility.

Re-purposing the PUD's land area from on-site ponds to home sites created an additional 40-lots, and the pond's excavation generated over 43,000 CY of good material that was used for fill to balance grades in the construction of Phase II and III.
 
In addition to the City's review & approval process for the pond's design, the Army Corp. of Engineers required a Dam Permit, which estimated the pond's storage capacity at 1,000,000 CF of volume. Total design and construction cost were just under $1,000,000 and a Late Comers Agreement was drafted for the reimbursement of $150,000 of costs for participation from a neighboring development within months of completion. The City's design-build cost estimate for the facility was $2,500,000 was acquired by the Public Works Dept. to address frequent flooding over Linwood Avenue, prior to Somerset Hill PUD development activity.
